Proposed Improvements

The concept below depicts what the Hall Road corridor could look like between Lincoln Street and south of Gill Street with a raised grass median. Improvements include:

  • Replacing the existing two-way left turn lane with a grass median
  • Moving the crosswalk from Lindsay Street and upgrading it to a mid-block crossing with a rectangular rapid flashing beacon (RRFB)
  • Signalizing the Gill Street intersection
  • Providing directional left turn median openings to access businesses on the east side of Hall Road

Safety Benefits

Converting the two-way left turn lane into a raised grass median eliminates the center lane where vehicles travel in opposing directions; thus, decreasing the likelihood of head on collisions. The dedicated turn lane areas provide more guidance and control of where vehicles are allowed, reducing driver confusion.

Additionally, the raised median provides a refuge area for pedestrians crossing the road.

How To Access Businesses Along Hall Road

Accessing Kroger from the South:

  • Turn left at Gill Street and access Kroger from behind via Rankin Street; or
  • Turn left onto Lindsay Street and access via driveway behind Burger King; or
  • Make a u-turn at the Lindsay Street intersection and turn right into the existing driveways along Hall Road.

Accessing businesses on east side from the North:

  • Use provided left-turn median openings to make left turns or u-turns and turn right into existing driveways.

Leaving Kroger to go North:

  • Use Lindsay Street or Gill Street to turn left onto Hall Road; or
  • Turn right onto Hall Road at existing north Kroger driveway and make u-turn at the median opening.

Leaving businesses on east side to go South:

  • Turn right onto Hall Road and make u-turn at Lindsay Street or Gill Street; or
  • Turn right onto Hall Road and make left onto Lindsay Street/Gill Street and utilize existing roadway network behind Kroger.
