Hall Community Median Improvements

Proposed Improvements

The concept below depicts what the Hall Road corridor could look like through the Hall Community (Franklin Street to Bessemer Street). Improvements include:

  • Closures of median openings to restrict left turn movements onto Hall Road
  • Curb and gutter throughout this section of the corridor
  • 6-foot sidewalk on the east side
  • 10-foot multi-use path on the west side
  • 5-foot grass strip between the roadway and the sidewalk/multi-use path

Safety Benefits

Crash data shows a relatively high prevalence of crashes occurring at each of the side road intersections with Hall Road throughout the Hall Community. In addition to the crashes, traffic congestion and speeding through the corridor make it difficult to turn left onto Hall Road. Sight distance is also an issue due to the horizontal and vertical curvature of the roadway. The median closures identified below were developed based on sight distance concerns.

How To Access Hall Road

While left turn movements onto Hall Road would be restricted at most of the side streets, right turn movements into and out of these streets will remain accessible. Two intersections - Franklin Street and Watt Street would remain open to all movements and, if warranted, could potentially become signalized intersections. This would provide even more protection to access Hall Road.

Kelvin Street on the west side of Hall Road and Bessemer Street on the east side of Hall Road provide access to both Franklin Street and Watt Street. Another option is to turn right onto Hall Road and then use one of the directional median openings to make a u-turn.
